I forwarded the question to Rabbi Dovid Heber (author of Shaarei Zmanim) and he responded:

“Chazal were missaken for the seasons of Bavel and the entire goleh followed. For vsayn tal umatar, some sheetos say one should recite it in Shema Kolainu when residing in a place that is dif like the Southern Hemisphere.”
