There’s a difference between let’s say a young lady wearing pink and white (just made that up and both colors may be easier to see on a rainy day outside) using one in a crowded place where everyone else is using a masking dark umbrella and a person/maybe-a-guy dressed from head to toe, or something dark and covered-looking, who doesn’t seem to be in a crowd but rather just standing waiting for the bus.
