It’s not the mismatched hair to person that makes wigs look like wigs. (That could be a perm or a dye job.) It’s the way the hair lies on the head.
And about non-Jews not seeing wigs, I think it is possible that they are just being polite in some cases. Outside of the Jewish world, wearing a wig is often a secret.
