Most jews do not keep kosher , the only ones who do do so because they want to (for whatever reason)
And even if you enforce kosher, How do you know that person doesnt leave the area and go to an area where there are no religous jews, doesnt know anyone there and goes to the drive in at McDonalds and orders a bacon double cheeseburger
