The Democrats. And the media. They are waiting to latch unto something to try to impeach him. Desperately. They will certainly find some pretext to demand impeachment. Until then they will continue vilifying him every day if not every hour. He can do no right by them.
The President is very far from being a tzadik. But his alternatives are worse.
