The recent heavy rains continue to bring the badly needed water to the Kinneret, the nation’s main potable water source.
An additional 12cm (4.7”) of water was recorded over the weekend, from Thursday, 21 Adar 5772 until Sunday 24 Adar 5772. The level registers -211.76, 2.96 meters (3.23 yards) from the full mark.
Today’s measurement marks the first time in a number of years that the measurement is less than 3 meters under the full mark.

The upper red line is not the full mark
I have read in other resources that the full mark is not by the red line as quoted in your article
That picture looks like Yam Hamelach to me, not the Kineret.
#3, when was the last time anyone went boating in the yam hamelach?
Kugel, the picture is taken in the area of En Gev or Haon on the east side of the lake.
