And it is quite rare for someone to petition for a secular divorce whilst declining to issue a Jewish one. Typically the secular divorce is obtained without his requesting it. By default Jewish law does not obligate one to divorce if the other party seeks one without halachicly recognized “cause”. There is an entire section in Shulchan Aruch dedicated to defining invalid Gets that were procured under coercion.
