This is a very strange discussion. I cannot think of any situation where someone was considering sending their kid to a school or camp where there would be sakanas nefashos and it would require instant action, such that you wouldn’t have time to call a rav.
Are we really discussing molesting again, and whether you should ask a rav before going to the police? And the issue isn’t instant action but whether you trust the rav?
