Joseph- your quote actually does not suggest that they are enforcing the edict- after all, you mention that “they pull them by their hair” to the police station. If they have hair, then they have not shaved, so why are they being punished for breaking the edict? Sounds to me like just “ordinary” tormenting, not spot-checking and punishing the law-breakers. Unless there was something missing in the beginning of the quote?
