In case not- I guess you might give them some credit as Limud Torah but it’s a bit of a stretch, no?
And you have to admit- the vast majority of the threads are not discussions that fit the bill.
There is the occasional nice little vort on the Parsha or Halachic thread discussing real Halacha, so I’ll give you a weak- yes, could be.
