Seeking to combat the growing trend of drivers busying themselves with mobile phones while driving, a bill has been submitted in Knesset that any motorist caught holding a cell phone while driving will be hit with an automatic 500 NIS fine. This includes holding “any electronic device” while operating a vehicle, even if one is not engaged in a call. Just holding the device is sufficient to receive a fine.
The bill is based on a law that prohibits removing both hands from the steering wheel and prohibiting the use of cell phones while driving. This bill wishes to take it to the next step, prohibiting one from holding a phone even if the phone is not in use.
The bill stipulates that if one is holding a cell phone and the wheel, that is to say one is holding the steering wheel with two hands in addition to the phone in one hand; the fine would only be 100 NIS. One apprehended driving and speaking on the phone as it is being held will be fined 1,000 NIS.

what happens if you drive a stick, and very very often have to briefly release your hand from the wheel?
You are suppose to use a special third hand that allows you to shift while holding the steering wheel. It can be purchased from the post office for 10,000 NIS.
