I’d definitely suggest that your son speak to his rebbe regarding what he thinks. Rebbeim, especially 12th grade rebbeim, know what the options are and, more importantly, what might be a good option for your son.
As for my suggestion, I know of some guys who went from yesodei to orach chaim and did very well. I know nothing of your son, though.
