I was listening to a tape of Reb Moshe zt’l, the rov who introduced Reb Moshe said:

Daas torah means I can’t bring a clear raaya for this but this is what I think. With Reb Moshe there is no concept of daas torah because he can bring a raaya le’halacha for anything.
