Bearded men in dark coats under a hot sun, men known for their deep spiritual values, their belief in education and hard work, their pride in self-reliance. They were all Hasidic Jews, and they were talking about President Reagan’s decision, announced Wednesday, to add them to a list of minority groups considered ”disadvantaged” by the Government.
