I agree that smoking on the street lacks refinement BUT to compare a man smoking in public TO a woman in a short skirt with a long flowing sheitel,etc. etc. talking loud on the cellphone in a ridiculous, abnormal tone of voice, posing as an orthodox Jew IS RIDICULOUS. There is no comparison! Lack of tznius endangers all of us on a spiritual level, AND there is no place to run from it (unlike smoking), unless of course you can lock yourself in your own house and never come out.
