Sen. Richard Blumenthal (D-Conn.) on Tuesday introduced legislation that would allow federal block grants that states now use to subsidize child-care services to also allow for the purchase of diapers and “diapering supplies.”
The bill, S. 1778, would amend the Child Care and Development Block Grant Act of 1990 to allow diapers and related supplies to be bought with grant money provided to states. Under current law, the money is meant to subsidize child-care services to parents who are entering the labor force or are in job training and education programs. It also helps subsidize child-care services for certain eligible families.
Under the law, 4 percent of all funds must be used to improve the quality of child-care. A summary of Blumenthal’s bill indicates that it would allow the purchase of diapers under this provision, as it would “include the provision of diapers and diapering supplies among the activities for which funds may be employed to improve the quality of and access to child care.”
The federal program, called the Child Care and Development Fund, received $5 billion in fiscal 2011, which it distributed to all 50 states, the District of Columbia and scores of tribal governments. The program now helps to provide for an estimated 1.8 million children each month.
The program also received an extra $2 billion under the 2009 stimulus bill.

I heard a radio commentator say that if you can’t afford diapers- put off having a child- This may be charity but certainly not stimulus- let us stop this goverenmentr spending and let the mothers appeakl to their family, community, house of worship- or we are heading for Greece- big time
Why should the Federal government be funding something as inherently local. In any event, it would be easier to just give cash instead of micromanaging how families spend their money (some might prefer house brand, some prefer name brand, some prefer cloth, some prefer a service, some do their own laundry). One doesn’t need a bureaucrat in Washington or Albany telling people how to diaper babies.
And how is this a stimulus. Does Obama really think people will make the kid spend the day in a stinky diaper if the Feds don’t cough up the money? If Obama read Lord Keynes’s classic “General theory…” he would realize that such spending is NOT a stimulus.
Sarak, let me correct you… Charity is when one WILLINGLY gives his OWN money to others, NOT when politicians give OUR money away. Theft would be a more accurate term.

This will create a big government [more employment at tax payers expense] A department will be create to over see the money spent for diapers. It would need at least 1 office in each state, etc etc, etc. This is a nanny government. If you don’t have money for diapers use cloth diapers and wash them. People who have little money might have to work harder and maybe it will also help to teach them to work harder to get ahead. I work a 60 hour every week with maybe a vacation ever 2 to 3 years but I am not complain and continue to work. I am depending on Hashem not on the Government. This bill stinks as dirty diapers do.
