Dr. Hall: Let’s agree that the Mesorah doesn’t support Kollel (at least for argument’s sake). It does promote serious learning of Torah for every Jew, so that they should know all of the laws (at a minimum). The modern social contract (“Great Society” and socialized economies in Israel and Europe) has the unintended consequence that it is easy for someone to sit and do nothing and still survive (which was impossible 100 years before). How can we expect that people should NOT take advantage of that system in order to learn Torah to the best of their ability?
