wouldnt carrier A be the cheapest as you pay for what you talked? if you use Carrier B then when you talk 7 minutes, you get charged for 2 segments or 12 seconds.
if you talk for a 61 seconds:
Carrier A costs 61 cents
Carrier B costs 66 cents
Carrier C costs 120 cents
