My opinion is irrelevant. According to the Levush (quoting the yerushalmi) there is a segula for one who recites it every day. I have no idea why this particular tuesday is any more significant than say any other tuesday or even august 27th. of course there is no downside in saying it. at the very least (and this is no small thing) one has the limud hatorah involved in saying the parsha. perhaps there is something extra special about this particular tuesday. I come from a long line of litvaks. We are not into segulas, we are into following the shulchan aruch and poskim (not that one who is “into segulas does not). saying parshas haman every day is brought down by the poskim. i’m not familiar with reasons for this particular day. are you?
