Foreign diplomats owe over half a million dollars in unpaid parking and traffic tickets in Washington, D.C., and Russia is the top scofflaw, according to a new report Wednesday.
There have been 7,611 unpaid tickets from vehicles with diplomatic plates in the district dating back to 1970, WTOP/WJLA found. The tickets total $340,037 in fines — not including late fees owed, which double under D.C. law after 30 days. The majority of the unpaid tickets are more than 30 days late.
Russia has the most outstanding tickets, with 892 totaling $27,200, not including late fees. Yemen follows closely in second with at least $24,600 from 336 tickets, and Cameroon racked up 525 tickets, owing $19,520 in fines from its diplomats. Rounding out the top five France with 251 tickets totaling $11,565 owed, and Mauritania’s 128 tickets for $8,070.
The Vatican is at the bottom of the list, with just one overdue $25 ticket for an expired meter.
Other notable figures WTOP/WJLA reported, not including late fees, were: Afghanistan’s $2,835, Iraq’s $1,810 and the World Bank’s $1,525.
“The Department’s Office of Foreign Missions informs missions of their obligations under international law to respect local law and that includes paying or contesting any parking or moving violations that they receive,” U.S. State Dept. press officer Harry Edwards told WTOP/WJLA. “A method OFM employs to persuade compliance is to deny vehicle registration renewals for individuals/missions with unpaid District of Columbia and New York City parking tickets.”
New York City has it much worse than D.C. when it comes to unpaid diplomat parking tickets: WTOP/WJLA reported that NYC is owed $17.2 million.
All of the dollar amounts reported by WTOP/WJLA do not include overdue fees.

Also I’m not suprised that ny is giving out the tickets
No biggy. The Feds should just deduct it from foreign aid to those countries and pay the cities.
Considering the US owes the UK over £5million ($8million) in congestion charges, http://www.bbc.co.uk/news/uk-england-london-13467327 it is hardly fair to criticise other countries for the same.
Israel owes $1,555 on 14 tickets.
