popa/DY: I understand. Anything can be abused. Owning a knife can be abused. But you would agree there are times when a wife can legitimately decline to accept a Get, per Rabbeinu Gershom, even though her husband wants to give her one, correct? And similarly at times a husband may legitimately decline to give a Get even though his wife wants one.
