One of the rayos to wear tefillin on chol hamoed is from today’s daf!.The gemmorah brings down that R’ Shaishes allowed teffilin to be sent on Yom Tov. The hagaos ashry ( and Tosfos in Eiruvin )ask our Mishna allows only gifts which can be used on the “moed” to be sent on Yom tov. They answer that ” moed” in our mishna refers to chol hamoed and prove that tefillen are worn on Chol H’amoed . However the G’ra notes that the girsa of the Yerushalmi is ” af al pi shain tzorech yom tov”. Also the Tzlach asks what about the last day of tom tov or Shavuos, when there is no day of chol hamoed after. … according to the hagaos ashri the gemorrah should have not allowed tefillen to be sent on those days.
