Chief Rabbi David Lau and Rishon L’Tzion David Yosef are calling on the tzibur to begin reciting tefilos for rainfall in light of the continued unseasonably dry weather in Eretz Yisrael.
Sephardim are asked to recite the tefilla when opening the Aron Kodesh on Shabbos. Ashkenazim are requested to insert ועננו בורא עולם into שומע תפילה in addition to reciting Tehillim Chapter 130.

Why is there a difference for Sefardim and Ashkenazim? Can’t these Rabbi’s agree on one method of prayer?
The Rishon LeTzion is Rabbi Yitzchak Yosef, not Rabbi David Yosef.
